I definitely see your point- it's why I wholly recommend for the most part keeping the structure and navigation of the site the same for 2-3 yrs, but updating imagery and content with some frequency so that the content doesn't get stale.  You want to give users a reason to return.  With regard to a full website redesign, most brands do some sort of brand and/or site refresh every few years or so to keep the brand fresh, relevant, and to leverage new technologies that emerge.  This is important and if your UX is solid, finding the content you are looking for as a user shouldn't be difficult no matter how new the site is.
